摘要： The degree of robustness of environmental management program in the EIA reports of 56 green-field and 28 brown-field environmentally approved projects was found to be low, revealing that it is not considered seriously by the EIA consultants and the decision-makers. EMPg, akin to EIA follow-up, specific to a project at a given location, is the most important output of the EIA process especially for the developing countries where priority is on the economic development by way of development projects and the EIA process has inherent weaknesses. A meticulously prepared, implemented, operationalized, monitored, periodically audited and continually improved EMPg in different life-cycle phases of a project could possibly offset limitations of the EIA process. Considering lack of guidelines available on the development of EMPg, elaborate guidelines are proposed. EMPg could be prepared as a separate document to facilitate development of project manual. TOR for brown-field projects need a totally different approach. Amending the currently followed EIA process and introducing an additional stage of mandatory approval of EMPg, and third party audit would improve its robustness.

摘要： This article proposes a complex network methodology for the process of Environmental Impact Assessment (EIA) that limits subjectivity and reduces uncertainty by incorporating elements of complex systems theory in the stages of identification and assessment of the significance of environmental impacts. The proposed methodology reduces the sources of uncertainty, which emerge from the use of simplified models that analyse the environment-activity interactions in a unidirectional fashion. This proposal determines the significance of environmental impacts through multidirectional or complex causal relationships. Likewise, it limits the subjectivity of the evaluator by using these causality relationships instead of criteria based on the impacts' attributes. The application of the proposed methodology demonstrates the advantages of (i) prioritizing the impacts according to their capacity to interact with other impacts, and (ii) the possibility to redirect the environmental management plans towards the prevention of impacts of higher complexity and to reduce the importance of derived impacts. The application of the proposed methodology reveals that the percentage of irrelevant and moderate impacts is reduced, whereas the percentage of severe and critical impacts increase, in comparison to the conventional methodologies.

摘要： 本文主要围绕煤炭开采对地下水环境造成的影响展开研究,通过分析不同因素对地下水造成的影响类型及可能出现的水质问题,探究煤炭开采过程中应当采用的地下水处理机制和水资源净化机制,推动提高煤炭开采质量,降低对地下水环境造成的影响,创造更高的经济效益。

摘要： 《环境影响评价技术导则大气环境》(HJ 2.2—2018)于2018年12月1日正式实施。为加深对新版导则的理解应用,从大气污染防治面临的迫切需求、以往版本导则实施以后发现的问题出发,结合国家最新环境保护政策和管理要求,阐述了导则修订的背景和主要内容,对比了新旧版导则在框架设计和整体结构上的差异,分析了导则修订对环境影响评价所带来的重要影响。对比分析发现,新版导则对大气环境影响评价作了更加细致、系统和规范的规定,其实施将有力提高大气环境影响评价的科学性和可操作性,对建设项目和规划项目的大气环境影响评价工作将起到更好的指导作用。

摘要： 在经济发展迅猛的背景下,保护环境变得越来越重要,有效利用环境监测技术可以更好地掌握环境的整体质量,并预测其变化趋势,环境监测对中国的环境保护工作非常有帮助,通过其提供的理论基础,大大提高了环保工作的效率。本文主要对环境监测与环境影响评价关系进行简要的分析与总结。

摘要： 2018年8月份,生态环境部发布《环境影响评价技术导则大气环境》(HJ2.2-2018)(以下简称新导则),并规定自2018年12月1日起正式实施。新导则中不仅对大气环境影响评价的原则、内容、方法等都进行了新的规定,其适用范围也变得更广。本文就是在此背景下对新导则在实施过程中的重点问题进行了系统的分析与总结。
