摘要： The increasing focus on new biological risks and threats together with unsatisfactory progress in international negotiations about biological disarmament have opened up new questions about the further development of the biological weapons regime. The present paper focuses on the politics of biological (post -)disarmament from the perspective of critical security studies and scrutinizes the changing role of scientific experts in relation to the shifting understanding of the threat of bioweapons. Specifically, it argues that the move toward a networked approach to biosecurity governance relying on an increasing role of experts and nonstate actors may be read in the context of a broader insecuritization of biological risks and threats and the evolution of new techniques of government. Drawing on sociological approaches in security studies, the paper unfolds the connections between the construction of biosecurity and the politics of expertise and explores the changing role of scientific experts in biological disarmament. The paper also finds that the attempts to manage bio-insecurity create demand for new types of expertise and empower actors with a specific form of knowledge who can navigate in the changed structural environment, and enable new forms of governing security.

摘要： In an excerpt of a speech delivered by Under Secretary of State for Arms Control and International Security Ellen Tauser at the annual meeting of parties to the Biological Weapons Convention (BWC) in Geneva in Dec 2009, Tauser described the US administration's strategy for countering threats from biological weapons. She signaled, inter alia, increased US assistance to other countries in developing systems to detect and respond to infectious disease outbreaks. She also underscored continued US opposition to a BWC verification protocol, given the rapid pace of developments in the biological sciences and the ease of concealing a biological weapons program.

摘要： This article reviews what is known about the proliferation of biological-weapon programs during the past century. Collecting information on biological-weapon programs is difficult, even for intelligence organizations, and there is limited information available on the extent and character of past programs. A review of the open-source literature supports claims that twenty-three states had, probably had, or possibly had a program. The number of active programs has varied over time, from a low of zero in 1920 to a high of possibly as many as eight in 1990.
